However, as to why we are few ? Simple: because we're underpowered compared to most other classes. And we basically have to go resto at end-game to go anywhere.
I don't think this is the case. Totem of Wrath and Elemental Oath are extremely valuable talents to have in any raid...

Neither of those talents are vitally important though. All you lose by not having an elemental shaman is ~140 spell power to each caster.
Shaman are just kind of the invisible class. We haven't had any prominence in QQs since Vanilla where we renowned pvp face-rollers, fading into the background when BC made us pve face-rollers.
We're a difficult class overall. We're not true hybrids like Paladins/Druids - we
can't
do everything. Our spell dps has had an up-down history and always been considered low, often due to bugs like the current one where even Blizzard doesn't know why our dps suddenly dropped. Our melee dps is arcane and complicated to the point where you have to run spreadsheets and simulators to find out if a weapon is even an upgrade for you. And, finally, our healing is designed for spot-filling - when we do our job right nobody notices that there was even a job to do.
In my opinion, Shaman are and always have been the true support class of WoW, and that's why their population has always been historically one of the lowest. It's very few people who want to be a squire rather than a knight.

Shamans suck in PvP and certainly not overpowered in PvE, thats why they are under represented. As a resto shaman in both PvE and PvP, we defintely do not have alot going for us other then our utility buffs. Holy priests now easily outperform shamans in raid healing, and practically any healer is better in arena in terms of mana efficency and 'oh %^&*' buttons.
I won't even mention the lackluster PvP experience of the elemental and enhance spec. Point being, shamans are not an overpowered class, they have been consistently underpowered ever since the first windfury nerf back in pre-BC. If shamans were to somehow get a really nice buff, I have no doubt the amount of them would increase significantly.

Shamans aren't uncommon on my server. Shamans outnumber Rogues, Druids and possibly Warriors.

I was a raiding enhance shaman in Burning Crusade. We had all sorts of aggro issues, but at least when played and gemmed right we could get into top 5 dps in a raid, if played correctly. However we almost always had problems with threat, now with the new upgrades in Wotlk we no longer have those problems and with the new adjustments there is almost no worriest about cross gearing or anything. Now I will tell you this much. The problem now is that while the enh shaman's dps didn't scale with the new upgrades, they used to be unique in the buffs they gave, and so you paired them in your dps group, now with raid wide buffs around the enhance shaman is no longer needed, all of their buffs can be replaced with higher dps classes. I have gone to frost dk, my dps is higher and with Horn of Winter and imp icy talons I have replaced the two most important enhance totems and doubled the dps. I miss the playing style of my shaman, but my dps and life expectancy is more, plus I can tank with the dk. I hate to say it, but I can't see the advantage in playing my shaman anymore, unless I want to heal.
