Instructor's Divine Bell and Ticking Sack Trinkets Nerfed in Patch 9.2

In the most recent 9.2 PTR build, the Instructor's Divine Bell and Ticking Sack trinkets are nerfed, but only for newly acquired versions.
New Patch Trinket Nerfs
For the first time, it seems that Trinket nerfs are only being applied to newly acquired versions of the trinkets, rather than doing a global nerf on all current versions of the trinkets. This means that your current version of
Heilige Glocke des Ausbilders
will not change, and you won't immediately feel a power loss on Patch launch, but to get a higher item level version, you will have to get a trinket with a nerfed effect.
With this change, it's weird that the new trinket wasn't given a new or slightly altered name at the same time, as this change may cause some confusion with two trinkets of the same name having two different effects.

World Quest trinket looks to be replaced by

in Patch 9.2, with a nerfed effect. This should make the trinket less bursty.

Ticking Sack of Terror Nerf
The powerful melee trinket
Tickender Sack des Schreckens
from Tazavesh is also receiving a nerf in Patch 9.2 to its damage but a buff in the proc rate. This new version of
Tickender Sack des Schreckens
is listed in the Dungeon Journal already and likely brings it more in line with where Blizzard wants the trinket, especially with Tazavesh entering Mythic+.
