The Curious Case of the Missing Exile's Reach Boots

Exile's Reach awards people with weapons and a full matching set of armor--except for boots. Players throughout the PTR and first week of pre-patch have been trying to find them with no avail.

The boots show up in the transmog appearance tab as a "World Drop" but nobody has found these in-game yet. Earlier in the Exile's Reach experience, players can pick up common boots like
but these do not match the rest of the Exile's Reach set, plus they are common-quality so they can't be used for transmog and come with no stats.
We've also posted about some
datamined Exile's Reach weapons
which never made it into the game, like warglaives and shields, which also had eye-catching models.
When we made that post about weapons, many players in the comments reported the boots issue to us:
Baelof - The Expeditionary Boots for both factions are also unimplemented. They exist within the files to go along with the rest of the Expeditionary outfit, but have no way to obtain them in game.
This was even noticed by a friend I got to try out the experience. By the end of it, he was confused by the lack of boots, considering it was the only piece that didn't get an upgrade.
Caerule - Ugh, I did the starter experience today, and it was so disappointing that we can gather a full armor set transmog, but that the boots are missing.
Just add those boots and the missing gear to that vendor, Blizzard. Hell, make them cost a lot, if you want a nice goldsink.
