This is the hidden "attunement" quest which enables you to summon Der Vielgesichtige Verschlinger. It is a standard one-time quest. You will find all the necessary Information on how to complete it in the comment section of the NPC.

You only have to do the corresponding attunement quest once. Once it is completed, you can fight this rare anytime he is up.

You have to get the "Call of the Devourer" scroll from random drops in the Antoran Wastes. I got mine from Vrax'thul near where The Devourer is summoned.

Next, you have to pick up three types of bones. The Ur'zul bone at 51, 56, which is near the entrance to the Antorus raid 55, 60. The Fiend bone is behind where Vrax’thul spawns at 52, 35. The Imp Bone is found in the same cave as Puscilla and Mother Rosula at 66,20.

Once you have found all three bones, you return to the bone pile near where Vrax’thul spawns at 55,39. There will be a spot where you will click on a pile of bones so that you place the three bones. Once placed, you can click on the bones to summon the Many-Faced Devourer. Once the Devourer is summoned, you can fight him at any time. While fighting the Devourer, be sure to interrupt Fearsome Howl, otherwise, you will be stunned for an annoying amount of time.
